Don't reshuffle paragraphs mid way through an article generation

SCM keeps track of which paras it uses when generating an article.

If it uses the last paragraph while generating a new article mid way, it will re-shuffle all

paragraphs and start from 0.

The problem:

Mid way through generating an article, it will reshuffle and get a new paragraph, but that

reshuffle might cause the last paragraph and the next new paragraph (after shuffle) to be exactly the same and cause duplicate paragraph.

Solution:

Don't shuffle.

-or-

If shuffle is needed mid way, shuffle BEFORE article generation happens.
